C3 Automated Planning and Management Information System Methodology Study.

Abstract

Planning and managing the development of command, control and communications (C3) systems is a complex, multi-dimensional task affected by many variables. Several attempts have been made to provide planners with a frame of reference against which to target and manage their efforts. Each of these efforts has been done manually without benefit of an automated model to address the dynamic nature of C3 developmental environment. Manual efforts to update our plans have not been adequate. This study will serve as a precursor effort to development of an automated planning and management system. It identifies and establishes the methodology for a C3 automated planning and management information system. This methodology ensures that the system addresses specific user needs, and that the system specifications and design is both technically and economically feasible. (Author)
