Modeling for the Revised OPMS (Officer Personnel Management System),

Abstract

In September 1984 the Army Chief of Staff approved initiatives recommended by a select OPMS Study Group. These initiatives, to be implemented over a five-year period, require revision to Army personnel management policies, procedures, and associated computer models and data bases. One of the computer programs facing revision is the Asset Utilization Model (AUM). AUM determines the distribution of the officer inventory, by grade and skills(s), to meet force structure authorizations. This paper provides an overview of the alternatives for modifying or replacing AUM. Based on a study of AUM, numerous discussions with managers at MILPERCEN, and an analysis of plausible alternatives, it is concluded that AUM should be replaced in the short term by a modified storage array which retains essential AUM coding logic. It is also concluded that in the long term a vector storage methodology should be used for maximum flexibility and efficiency. These alternatives can be implemented using the current computer capability at MILPERCEN and address both the short- and long-term needs of Army personnel managers.
