Air Force Integrated Readiness Measurement System (AFIRMS). Analysis of Strategic Air Command (SAC) Capability Assessment Metrics.

Abstract

This study is the initial phase of a requirements analysis effort to tailor AFIRMS to the needs of Strategic Air Command (SAC). The SAC requirements analysis is a small part in the development of the Air Force Integrated Readiness Measurement System (AFIRMS), a summary of which appears below. The purpose of this report is to discuss the choice of a capability assessment metric, or unit-of-measure, for SAC. Prior to July 1985, a Learning Prototype Phase (LPP) tested the basic concepts of AFIRMS on an experimental testbed system which linked a base, a Major Command (MAJCOM), and Headquarters, United States Air Force (HQ USAF). That phase focused on the tactical fighter environment at Headquarters, United States Air Forces in Europe (HQ USAFE) and Spangdahlem Air Base.
