Management of Electronic Test Equipment. Volume 1. Program of Action.

Abstract

Since the early 1970's, the Office of the Secretary of Defense, the Military Departments, and industry have sponsored numerous studies of test equipment, formed several joint panels to investigate selected technical issues, and initiated a variety of programs to correct identified problems . Despite such attention, te Department of Defense still faces many significant problems with fielded test equipment. In a previous report, Test Equipment Management, January 1985, we summarized the nature and extent of those problems and recommended the Assistant Secretary of Defense (Manpower Installations, and Logistics), ASD(MI&L), take the lead in effecting needed improvements in test equipment management and support. The ASD(MI&L) concurred with that recommendation and established, via an action memorandum for the UnderSecretaries of the Military Departments, dated 26 June 1985, a DoD Test Equipment Management Improvement Program under the overall guidance of his Maintenance Directorate.
