Environmental Early Warning Systems (EEWS): User's Manual.

Abstract

Details are given for day-to-day use of the Environmental Early Warning Systems (EEWS) by Army planners. The EEWS functions are described along with the procedures necessary to enact them. EEWS is an interactive computer system designed to give the U.S. Army Forces Command (FORSCOM) Headquarters planners and decision-makers a quick way to find potential environmental problems associated with proposed changes in troop strength, mission, facilities, natural resource management, and land use. The system is designed to help Army managers during the earliest stages of planning and is not a substitute for current planning methods-Environmental Assessments and Environmental Impact Statements. Procedures necessary for Army planners to use EEWS in modeling troop movements are described and illustrated. To assist Army planners in this task, processes for obtaining lists of current information contained in EEWS and for temporarily changing this information are also explained. This report is a guide to facilitate an understanding of EEWS operation through explanations and brief examples. (Author)
