Medicare: Alternatives for Paying Hospital Capital Costs,

Abstract

The Social Security Amendments of 1983 required the Department of Health and Human Services (HHS) to analyze methods for including capital costs related to inpatient services in Medicare's prospective payment system. HHS, industry associations, and others have developed various proposals for including capital costs in the prospective payment system or modifying the current cost reimbursement system. The Chairman, Subcommittee on Health, House Committee on Ways and Means, asked GAO to identify the numerous proposals and evaluate them. GAO was asked to address the general principles involved with prospective payment of capital costs, the effects on hospitals of various types of proposals, and possible alternatives that would lessen any potential adverse effects.
