Audiovisual Programs. Federal Agencies' Cost Reporting and Management Practices.

Abstract

This document describes GAO's review of executive branch audiovisual activities to develop information on the volume and cost of such activities and to test the departments' and agencies' compliance with Office of Management and Budget (OMB) policies and procedures for managing such activities. Representatives of both private industry and the federal government have expressed concerns about federal departments' and agencies' management of audiovisual activities. These concerns included the magnitude and cost of federal audiovisual activities, the perceived poor management of such activities, and the potential for the federal government to realize economies by relying more on the private sector for its audiovisual needs. To develop information on the volume and cost of federal audiovisual activities, GAO reviewed the costs of audiovisual activities reported by selected agencies to the National Audiovisual Center which has responsibility for compiling information on, and reporting annually, the number, type, and cost of audiovisuals produced and procured by federal departments and agencies.
