Defense Nuclear Agency Management Task Force.

Abstract

The Task Force was chartered to review present management authority and responsibilities, organizational structure, and staffing of the Defense Nuclear Agency. The Task Force makes several recommendations aimed at strengthening current DNA effectiveness. These include clarifying responsibilities of key individuals, sharpening reporting channels and oversight responsibilities, and modifying relevant DNA directives to reflect these changes. On the issue of whether the DNA Director should be military or civilian, however, the panel was divided. Cases for both are presented in the report. It is important to observe that DNA is, and has been, operating effectively across a wide range of national nuclear weapons, operational and research missions.
