IMEC (Item Mission Essentiality Code) Implementation in TARSLLS (Tender and Repair Ship Load Lists)

Abstract

This analysis develops and evaluates alternative procedures which use Item Mission Essentiality Codes (IMFCs) in determining Tender and Repair Ship Load List (TARSLL) range and depth. These procedures include separate net requisition effectiveness goals by IMEC, minimum protection levels by IMEC for depth determination, and weights by IMEC in the risk equation. The study evaluates the impact these procedures have on TARSLL range, cost and effectiveness. Eliminating the current essentiality term from the TARSLL model risk equation is recommended. Also suggested is computing the TARLL depth using the Geometric/Exponential distribution with no range cut and separate gross requisition effectiveness goals by IMEC category.
