Survey of Contracting Officers and Auditors. Description and Findings.

Abstract

The Defense Manpower Data Center conducted surveys of warrented DoD contracting officers and Defensed Contract Audit Agency field office audit managers at the request of the Office of Assistant Inspector General and Deputy Undersecretary of Defense for Acquisition Management Undersecretary of Defense for Acquisition Management. The survey was conducted in the fall and early winter of 1983-4. Mail survey methods were used and the response rate was 66 percent. Most respondents were contracting officers at about the GS-12 level holding unlimited warrants. Tracking systems were in place in 75 percent of the offices in Defense Logistics Agency DLA), Air Force: 49 percent, 25 percent, and Army: 19 percent. Field Audit (FAO) managers believe that contracting officers usually agree with auditor's findings and recommendations. FAO managers tend to perceive more positive effects and fewer negative effects and fewer negative effects than do contracting officers. They are more likely to see increased priority and consideration given to audit reports, better communications, increased participation of auditors in contract negotiations and improved accountability. They are less liely to see a reduction in the independence and authority of contracting officers. FAO managers were almost unanimous in their belief that six months was a reasonable resolution period.
