Training for Technical Assistants: Technical Assistance Program

Abstract

The Naval Ocean Systems Center is establishing a Technical Volunteer Service (TVS) that will offer personal-time opportunities for employees, retirees, and other Navy-related technical personnel to donate mission-developed skills for technical assistance to the civilian sector per Public Law 96-480. The TVS will work closely with the NOSC Office of Research and Technology Assessment (ORTA) to help carry out domestic technology transfer objectives. The methods employed will consist of field surveys of the NOSC and community situation to establish a viable Technical Assistance Program/Technical Volunteer Services (TAP/TVS). This technical document is intended as an introduction to the TAP/TVS for prospective and actual volunteers.
