A Descriptive Study of the DoD-Managed Freight Forwarder Concept.

Abstract

The purpose of this investigation was to evaluate the feasibility of the DOD-managed freight forwarder concept. The thesis used personal interviews, and electronic message correspondence to obtain the perceptions and interest in the program. Data collection was concentrated in three major areas: (1) the feasibility of a tri-service effort for the test program, (2) the implementation process of the program, and (3) alternatives to the program in the event it was not approved. The conclusion and recommendations of the study were based on both the results of the interviews and an extensive review of the current literature related to the area of FMS transportation. These results indicated that a test of the merit of the concept was warranted. The Air Force transportation agency, the Military Airlift Command, was deemed the most likely candidate. In the event the test case proved to be unsuccessful, changes to DTS could be made to accommodate the needs of the customer country as well as the United States Government.
