The Enlisted Personnel Allocation and Nomination System (EPANS): prototype for the Administrative/Deck/Supply Ratings

Abstract

An assignment optimization model was developed for selected ratings from the Admin/Deck/Supply Assignment Branch at the Naval Military Personnel Command. A large-scale capacitated network model is used to integrate assignment policies, allocation policies, and person/job eligibility criteria. This model provides an automated aid for detailers and allows consideration of all possible assignments to find the best set of matches for a given group of personnel and jobs.
