Contract Adminstration Assignment.
Abstract
The Army Materiel Command (AMC) tasked the Army Procurement Research Office in a 13 January 1986 letter to undertake a study to improve the process of assigning contract administration functions, by developing a decision matrix to be applied when delegating functions under normal conditions. The letter expressed a concern that the present assignment of functions at FAR 42.301 may not be accomplished using prudent decision making process. The objective was to develop guidance if required, that consistent with current law and regulation, would provide the contracting officer with a decision methodology for the delegation or retention of contract administration functions. The study approach was complicated by the absence of any reference to a specific AMC command or contract. Therefore a data call to all elements of AMC was necessary to discover: (1) the extent to which contract administration was being assigned to organizations outside AMC, and (2) the extent to which those functions were being delegated or withheld. That data was augmented with both a request for copies of local guidance and telephonic interviews with DCAS personnel. The assignment of contract administration functions by the contracting offices appears to result from prudent decision making.
