Qualification of Contractors, a Literature Review, Survey, and Comparative Analysis of Commercial Procedures.

Abstract

This thesis reviews the History of the Qualification of Contractors for Construction Projects. The need for qualification of contractors is examined and the type of information that is generally considered in the qualification procedure is discussed. The report reviews the bidding process and discusses pre- vs. post- qualification. It examines the legal implications of qualification using examples taken from legal cases. A survey was conducted of major construction lending institutions, sureties which issue construction contractors bonds, major corporations which conduct their own qualification and contracting, and design firms. The results of the survey were tabulated and are analyzed for patterns and correlations between the different groups.
