Work Measurement: The Controversy over Military Standard 1567A

Abstract

For over ten years defense contractors have been resisting the requirement to implement disciplined work measurement systems. An explanation of the fundamentals of work measurement precedes a discussion of the value of contractor work measurement systems. An evaluation of the utility of the recently enacted requirement to report work measurement data to Congress is presented in this document.
