Foreign Military Sales: The Buyer's View or the 'Fait Accompli'

Abstract

This research project is an analysis of the foreign military sales program written from the perspective of the buyer nation, i.e., customer. The primary purpose of this paper is to discuss the capabilities of U.S. Foreign Military Sales (FMS) and to review its function as an instrument of U.S. foreign policy. This paper not only supports the purpose of FMS as an instrument of foreign policy, but it also outlines several problems that impact negatively on the customer. This negative impact is especially relevant for developing countries. The paper concludes with several suggestions for improved FMS procedures and argues for increased flexibility for the buyer which will not only increase customer satisfaction, but will also strengthen U.S. security assistance program.
