Air Force Enlisted Grade Management.

Abstract

The Air Force recently revised the fully-qualified promotion system used to advance airmen to pay grade E4. The effect will be to reduce the E4 promotion phase point from 40 to 36 months. E4s will now be promoted at a 'fixed' phase point. Such a change was made possible because the methodology for managing enlisted grade authorizations was changed from one based on using fixed percentages of end strength and the career force objective to one based on the sliding scale principle. This revamping of the enlisted grade determination methodology represents an application where the interests of the Air Force and its members were balanced using the institutional/occupational model of the Armed Forces associated with Professor Charles Moskos.
