An Analysis of Unpriced Actions under Basic Ordering Agreements Established by the Aviation Supply Office

Abstract

This study was undertaken to define the problems associated with the issuance and management of unprice orders (UPOs) under Basic Ordering Agreements (BOAs) at the Navy Aviation Supply Office. The researcher attempted to determine the solutions to these problems and develop a model or thought process for acquisition managers to use in the issuance and management of UPOs. The researcher learned that the issuance of UPOs were interrelated with the requirement to obligate funds in maintaining adequate inventory levels and the enhanced forces behind the overaged backlog of UPOs were an inadequate workforce, insufficient automated data processing equipment and the inability to enforce the Federal Acquisition Regulation (FAR) definitization requirements. These requirements relate to both the issuance and definitization of UPOs.
