A Comparison of the Effectiveness of Traditional Navy Enlisted Detailing with That of Permanent Assignments

Abstract

This study examines the idea of reorganizing traditional Navy enlisted detailing, by committing personnel to one homeport and to a permanent assignment on one ship for the extent of their careers. Normal shore rotations would still occur, but the same homeporting would generally be observed for assignments. The results of this study suggest methods by which existing enlisted detailing methods may be modified so that the Navy realizes overall savings in areas such as PCS(Permanent Change of Station) moves, retention, training and administration.
