Computer Software Development: Managerial Insights.

Abstract

Computers are critical elements in all workplaces. The Air Force is no different than its civilian counterparts. Computer-based systems have been developed to enhance and expand mission accomplishment. While computer technology is an evolving and dynamic field, growth has been rapid, and at times uneven. The costs involved with designing, procuring, and implementing a computer system have become almost prohibitive. Managing the development and implementation of such a system is no small task; the program manager must handle a breadth of technical and administrative issues concurrently. This paper focuses on one aspect of the computer environment: software development. Some insights are offered to assist the new program manager in doing his job. First, organizational procedures are discussed to underscore the use of available institutional aids. Second, key elements that impact the quality of software development are highlighted. Third, the paper concludes by elaborating on potential problem areas that influence program success or failures. The novice program manager will be better informed about potential managerial pitfalls and better prepared to conduct a successful software development effort after reading this paper. (Author)
