Suggestions for Improving the Department of Defense Suggestion Program.

Abstract

The present study provides a set of recommendations that can be used to improve the effectiveness of the DoD Suggestion Program. While it has been shown that the DoD Suggestion Program has had a positive impact on overall governmental cost savings and productivity, not all suggestion programs have been equally successful. The present effort systematically focused on selected areas of suggestion program eligibility, award/recognition, and program success. Various data collection procedures were used, including interviews with suggestion program administrators from the three military services, 5 other public sector organizations, and 10 private sector groups. Program recommendations included the development and implementation of DoD program objectives, systematic education and training of employees about the program, data-based decision making, award/recognition of evaluators, and evaluation of promotional strategies.
