Report of the DoD Task Force on Productivity in the Support of Operations. Volume 2. Working Group Reports,
Abstract
In March 1985 the Assistant Secretary of Defense, Force Management and Personnel (formerly ASD, Manpower, Installations and Logistics) instructed the Institute for Defense Analyses (IDA) to assemble a Task Force to address the problems faced by DoD in meeting the demands for increased mission capability in the current environment of constrained manpower resources. The Task Force was given a charter to develop a strategy and a plan for accelerating the application of proven techniques to improve human resource productivity in the support operations of DoD. The Task Force was formed and held an intensive series of meetings from the summer of 1985 through May 1986 which resulted in this report. Over 100 people were involved in the Task Force and its Working Groups representing a cross section of personnel from each of the DoD components, other government agencies, and private industry. Volume 1 of the report details the issues addressed by the Task Force. Its findings and recommendations to the Secretary of Defense are then presented in terms of a strategy and a plan for implementing organization-wide quality and productivity improvement actions. Volume II of the report contains the reports of the Task Force's three working groups.
