Comparison of Civilian and Military Overhead Spending: Three Case Studies. Revision.

Abstract

This paper looks at three kinds of base operating support (BOS) activities that are also performed by the private sector: maintenance of military and private family housing, clerical support, and operation and maintenance of airfields. It compares the military and civilian funding levels to gauge whether the military services are performing these activities efficiently. (Author)
