Abstract
Joint State/Federal environmental impact document concerning a regulatory permit application by The Shorelands Corp. under Section 10 of the River and Harbor Act of 1899 and Section 404 of the Clean Water Act. The proposed project consists of the construction of a horse racetrack, industrial/office/commercial complex, and theme park on 736 acres of inactive salt ponds on shoreline of the San Francisco Bay.
