Assessing Communications-Electronics Systems in WSMIS (Weapons System Management Information System): Environment, Data, and Scenarios.

Abstract

This paper, written for Air Force Logistics Command, discusses ways to configure the Weapons System Management Information System for evaluations of command, control, and communications systems. The research focused on ground communications-electronics (CE) facilities, but applies to a multitude of ground based (non-flying) systems. The paper first defines and describes the CE environment, details a typical operating scenario for the mobile ground environment, explains how to match CE operating variables with aircraft operating variables, then finally where to find CE operating and failure data and how to configure the data for WSMIS assessments. Four significant conclusions can be drawn from this research: (1) Failures modes for CE systems include operating time and power-up cycles. A model to mathematically portray both types of failures in a single distribution is proposed and supported; (2) The CE operations environment parallels the aircraft operations environment. However, the terms used to describe each differ. Relationships do exist, though, to relate the two environments; (3) The data bases currently used to provide aircraft data to WSMIS can also provide CE data to WSMIS. In the near term, several data bases can be tapped manually to generate an assessment file. In the long run, AFLC should consider using the Requirements Data Bank as the principal source of CE failure and supply data; (4) The Sustainability Assessment Module will require cosmetic changes to process CE data and incorporate CE terminology into model output.
