Command Inspection Program.

Abstract

The objectives of this study are to: briefly outline the history of the Command Inspection Program from its inception to date, and describe one division's innovative and highly successful CIP in accordance with Gen Wickham's, Chief of Staff of the Army (CSA), guidance. The thesis of this study is that very few divisional sized units have a comprehensive Inspector General (IG) CIP which encompasses the CSA's philosophy. This study represents a complete IG inspection plan based upon the CSA's emphasis and direction for the Army unlike that demonstrated in any other divisional unit. Data was gathered using a literary search; attendance at the 1986 DA Worldwide IG Conference and Army War College lectures; an informal survey of the various divisions' CIP's; and personal discussions with numerous present and former battalion commanders and IG's who served in divisional units during the initiation of the CIP. There are obviously many inspection options which are available to any division commander to enhance a division CIP. However, this study addresses four proven, successful inspections which seemingly best met the concerns and overall objectives of our senior Army leadership.
