Analysis of Crystal Shield 86 - The First SAC (Strategic Air Command) Innovation Task Force

Abstract

The bestsellers 'In Search of Excellence' and 'A Passion for Excellence' spawned an interest about innovation in large organizations. The Strategic Air Command (SAC) formed an innovation task force called Crystal Shield 86. This innovation project appeared to be a failure because ten months after the task force met, an official SAC report had not been issued. This research project reviews what the Crystal Shield 86 project was, analyzes the charter fulfillment, and recommends improvements for future innovation projects. It concludes that Crystal Shield 86 had flaws which interfered with fulfilling of the project charter; however, it was not a failure. The recommendations primarily are about planning an innovation project within the headquarters SAC bureaucratic staff.
