Technology Transfer - The Weak Link in US Defense.

Abstract

Technology transfer is an issue of vital concern to the US defense. The Soviet Union utilizes several legal and illegal methods to obtain Western technology. Their successful efforts in the past two decades resulted in the introduction or improvement of many Soviet weapon systems. This report examines technological parity in the areas of computers and microelectronics. Although Soviet parity with the US has not been achieved in these areas, the gap has been narrowed. Several examples are presented; recommendations to improve the technology transfer process are offered. (Author)
