Southern Command (SOUTHCOM) Engineer Organization Study.

Abstract

This report documents a study conducted by the US Army Engineer Studies Center (ESC), at the request of the US Army Chief of Engineers for the Commander in Chief, US Southern Command (CINCSOUTH). It suggests how the CINCSOUTH can improve working relationship between the US Southern Command's Engineer (SCEN) and the many engineer elements functioning, within the US Southern COmmand (SOUTHCOM) area of operations. The report outlines the SCEN's primary roles in accomplishing the CINCSOUTH's engineer elements in SOUTHCOM. Based on an analysis of the SCEN's workload, geographic responsibilities, and the SCEN's relationships with host nations and other US militiary and civilian an engineer intelligence data base, and establish Memoranda of Understanding with State Department country teams which define the SCEN's engineer roles and capabilities.
