Competition in a Noncompetitive Environment.

Abstract

This paper deals with attempts by the DOD to instill competition in the DOD acquisition environment. The paper summarizes and synthesizes many of the varied theories, conclusions, findings, and opinions that are present in the literature. The competitiveness of the market can be improved through improved communication, an increased number of customers, and/or an increased number of sources. Several approaches for enhancing the competitiveness of the market are presented and discussed. Keywords: Competitive Strategies, Acquisition, Contracting.
