Report on Instructions for Reporting Civilian Manpower Obligations Data (CMOD),

Abstract

Four types of cost and cost-related data are required by DACD-OSB in order to update the civilian manpower file in FORDIMS-P/BS and establish the baseline for subsequent program and budgeting actions. These are end strength (ES), full time permanent (FTP), work year (WY), and costs. These data are reported to DACA-OSB within the CSFOR 78 reporting system and are entered into FORDIMS-P/BS. However, prior to data submitted to the OSD and OPM by the US Army Civilian Personnel Center (CIVPERCEN), and the cost data are adjusted to agree with the certified financial data generated by the US Army Finance and Accounting Center (USAFAC). WY data are used as received in the CSFOR 78 reports, except for obvious errors which are checked out with commands and correct WY data obtained. Only the WY and cost date are used by DACA-OSB in performing its budgeting functions. ES and WY data are used by DACA-OSB in performing its program functions, namely determining lapse rates.
