Operations Guide for Civilian Manpower Costing. Part 1. Administration.
Abstract
This guide was written to assist the civilian manpower costing analyst in performing his functions in the Manpower Team of the Program Budget Division (DACA-OMP). Detailed instructions are provided for completing the many tasks required of the student and to help him develop the information needed for analyzing budget proposals, producing controls for program and appropriation directors, and preparing budget exhibits. The guide is designed to provide the new analyst with a tool that will assist in learning the procedures as well as provide a ready reference for experienced analysts. The operations guide is organized into three parts --- Administration (Part I), Detailed Instructions (Part II), and Reports (Part III). This Part I provides an introduction to the Army's Planning, Programming, Budgeting and Execution System (PPBES) and other administrative instructions and data for use as background and reference. It also contains a Coordination Guide that assists action officers in locating offices and agencies involved in the civilian manpower costing process.
