Medicaid: Interstate Variations in Benefits and Expenditures.

Abstract

This briefing reports on the causes of interstate variations in Medicaid spending and the growth in overall spending. Using published an unpublished information. This document identified trends and wide variations among states in Medicaid spending and compared (1) eligibility criteria used, (2) the scope of services offered, and (3) reimbursement to providers; furthermore, Medicaid spending in New York was compared with national averages. Finally, reviewed and summarized were studies analyzing the underlying causes of the variations identified.
