Key Personnel and Organizations of the Soviet Military High Command.

Abstract

This Note describes the organizational arrangements and policymaking relationships for the direction of defense policy at the highest levels of the Soviet system in peace and in war, drawing on both primary Soviet sources and Western analyses. It also provides a history of the occupants of senior command positions in the Ministry of Defense over the past 10 to 20 years, displaying this information in various forms and identifying the military commands that have served as stepping-stones to higher responsibility in the Soviet high command. The Note provides information on organizational and personnel changes through February 1987.
