Performance Work Statements: Significant Problems in the Preparation Process

Abstract

Office of Management and Budget (OMB) Circular A-76 establishes Federal policy concerning the performance of commercial activities (CA). The provisions of Circular A-76 provide the criteria for conducting the cost comparison to determine if a CA is more economically performed by the government or private sector. The Performance Work Statement (PWS) provides the baseline for solicitation documents in the A-76 process. The research of this study focused on identifying problems in the preparation of the PWS. Research included review of existing guidelines and interviews of government and industry personnel involved in A-76 solicitation at the Naval Postgraduate School, Monterey. The study concludes that PWS preparation is beneficial to the Navy, but lack of standardization contributes to a lengthy, subjective process which inhibits full competition. (Author)
