Army Industrial Fund Rate Stabilization Program.

Abstract

This study determined the extent to which Army Material Command Industrial Fund activities were establishing stabilized rates. An analysis of work orders placed on the Depot Systems Command was performed and review of existing regulations was conducted. AMC policies restrict the application of stabilized rates by authorizing pricing methods which stabilize rates after 40-50 percent of total costs have been incurred. Quantitative standards for measuring rate stabilization performance do not exist. DA policy on rate stabilization program was changed on 1 May 1986. Most AMC AIF program managers indicated that the revised policy will reduce the future number of cost reimbursable programs.
