Contingency Contracting Smart Book.

Abstract

The Contingency Contracting Smart Book is intended to provide the novice contracting officer used to support an overseas deployment outside NATO or Korea with the minimal guidance necessary to provide in country contractual support in the absence of LOGCAP or NHS support. The guidance stresses the need to obtain regulatory wavers prior to deployment but also points out potentially useful exceptions that already exist. Heavy emphasis is placed on how to complete the small purchase documentation necessary to produce an audit trail and assure accountability. Responsibilities of the State Department, Corps of Engineers and Claims Commissions are also briefly discussed. The purchasing practices described are those presently in use at installations and does not assume a Declaration of War.
