Assessing the Madigan Effort: Capitation, Purple Suits, CHAMPUS (Civilian Health and Medical Program of the Uniformed Services) and Other Issues.

Abstract

This paper analyzes capitation budgeting and its possible uses applied to the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS). The author makes recommendations designed to provide optimal allocation of resources and to seek potentially advantageous trade offs between the direct care and CHAMPUS system, within a tri-service regional decision making system ( Purple Suits ). Various alternatives were presented with advantages and disadvantages to the alternatives. Keywords: Health care, Management, CHAMPUS budgeting.
