Abstract

Our adversaries are confronting us with political violence short of conventional war to achieve their goals. If most forecasts are correct, this is precisely the form of conflict that will confront us in the years ahead. Four themes prevail throughout this report: as a nation, we do not understand low- intensity conflict; we respond without unity of effort; we execute our activities poorly; and we lack the ability to sustain operations. The findings of the project are summarized within these themes.
