An Assessment of the STARS (Software Technology for Adaptable Reliable Systems) Program, September-October 1985. Volume 1. Executive Briefing.

Abstract

The STARS Program Plan, September 19, 1985, is reviewed and analyzed. An IDA panel finds that the plan is a reasonable starting point, but finds problems in the areas of management, theme, strategy, execution organization, and in several of the STARS Area plans. The two major points are that the STARS program requires strong central direction with a controllable organization and strong clients and that a theme of marketplace stimulation rather than technology development should be adopted and made to permeate the program.
