The Effect of Discounting on Defense Decisions.

Abstract

The technique of discounting is based on the dollar today is worth more than a dollar in the future. This is often referred to as the time value of money. This technique is widely accepted in the private sector; however, its use in the public sector has been repeatedly questioned process. Several analysts were interviewed and several cases were reviewed to determine if discounting is being used by DoD, including a discussion between net present value and internal rate of return, and a discussion on inflation.
