Supplemental Environmental Impact Statement. Supplement 2.

Abstract

This Supplemental Environmental Impact Statement (Supplement II) has been prepared to examine the environmental impacts associated with the barrier features of the New Orleans to Venice, Louisiana, Hurricane Protection project. Four Environmental Assessments and associated Findings of No Significant Impact have been prepared in conjunction with minor work on other project segments. The purpose of this supplement is to evaluate an environmentally preferable and less costly alternative to the barrier plan presented in the original FEIS. The barrier feature alternatives would provide protection from easterly storms striking the developed areas of the parish between City Price and Venice. Five alternatives were initially considered and three plans, West-bank River Levee, East Bank Barrier Levee, and No-Action, were retained for evaluation. The West-bank River Levee plan has been recommended because it addresses the identified public concerns, makes a net positive contribution to the goal of National Economic Development, and reduces environmental consequences.
