A Study of the Effectiveness of the Pre-Initial Entry Training Program of the Pennsylvania Army National Guard

Abstract

In 1985, with the attrition rate of Pennsylvania Army National Guard recruits undergoing Basic Combat Training (BCT) and Advanced Individual Training (AIT) approaching 30%, The Adjutant General for Pennsylvania initiated the Pennsylvania Pre-Initial Entry Training Program to better prepare non-prior service soldiers for their initial active duty training. This study examines the effectiveness of this program by comparing the attrition rates of Pennsylvania Army National Guardsmen who have completed the Pre-Initial Entry Training Program to the attrition rates of other Army National Guardsmen, U.S. Army Reserve, and Regular Army recruits during their BCT and AIT phases from November 1985 through July 1987. The study describes the critical components of this program, and suggests those aspects of the program which have helped to significantly reduce new recruit attrition rates at BCT and AIT for Pennsylvania Army National Guardsmen representing considerable savings of training dollars. The study concludes with recommendations to improve the Pre-Initial Entry Training Program in Pennsylvania and suggests a broader application to the training of Regular Army, Army Reserve, as well as Army National Guard recruits prior to BCT and AIT.
