Difficulties in International Cooperative Development Programs - The Case of US-UK Air-to-Surface Weapons Systems.

Abstract

International cooperative development programs are a possible solution to NATO's problem of increasing conventional capability within limited defense budgets. Pooling development resources and increasing production quantities would make future weapons systems more affordable for all alliance members. With all the potential benefits, why has progress on cooperative development programs been so slow? This analysis seeks to identify impediments to successful international cooperative development and make recommendations to facilitate US participation. The study concludes that the problems are not insurmountable, but they require management by senior government officials in each participating country.
