Life after INF (Intermediate-Range Nuclear Forces): West Germany in the Year 2000.

Abstract

West Germany should be much wealthier in 2000, with an aging populace seeking a higher quality of life, economic security and increased trade with the Warsaw Pact. The United States is expected to alter the military equilibrium of this prosperous society. Removing intermediate-range nuclear forces (INF) should trigger a chain of events that would speed up the Europeanization of Europe. Germany and France would establish a bilateral military force within NATO, and France would then forward deploy two additional divisions and nuclear weapons onto German soil. These events would present significant foreign policy challenges to the United States. These include dealing with a more independent-minded German ally, supporting the growing military power and influence of France, and playing a less visible role in NATO. Information for this study was gathered using a review of the literature and analyzing the views of key military and civilian NATO experts.
