A Functional Army Officer Code of Ethics

Abstract

The study begins with the assumption that a formal code of ethics would be a more substantive statement of the Army's commitment to ethical and right conduct than is offered by FM 100-1, The Army, and that such a statement would be of value to the Army. From that basis the assumption of need for such a code is supported and developed through a look at some recent history which suggests a definitive mechanism has long been needed to establish the parameters of ethical action/conduct in the Army. The proposition that such a code need only, or at least should priori, apply to the officer corps is postulated; the content, structure, and formulation of such a code is addressed; a method of promulgating and maintaining awareness and acceptance of a code is suggested; and finally, the study concludes and recommends adoption of the proposed code and enabling mechanisms.
