Deep Attack: The Soviet Conduct of Operational Maneuver.

Abstract

In a 1967 study, Y. Novikov and F. Sverdlov discussed the 'Operational maneuver concept. It is' undertaken to achieve success in an operation in keeping with the concept and under the guidance of the commander of an operational unit. Its scope, as regards forces involved, and particularly area and time (except for maneuver with nuclear power) transcends the bounds of the battlefield. Operational maneuver is aimed at changing the situation in the course of an operation to facilitate the fulfillment of intermediate assignments or even bring the operation to a successful conclusion. It may take the form of maneuver with nuclear strikes delivered by operational or tactical missiles or the army air force, OR a maneuver by operational groups from one sector to another to exploit success or outflank an enemy group on the defensive, etc. This paper which addresses those Soviet experiences with 'operational maneuver' and ponders how those experiences have affected current Soviet operational techniques, was written on the assumption that we must understand what the contemporary Soviet officer has learned and applied from his army's past. Keywords: Soviet army history; Mobile military operations; Offensive tactics; World War-2; Soviet operational art.
