Report to the Congress on the Strategic Defense Initiative

Abstract

This report will begin with a review of the SDIO's past accomplishments and introduce the main themes of this year's report. Four themes will be emphasized: The constancy of the SDIO's mission and technical objectives; Great progress has been made in some of the technologies that are key to an effective defense against ballistic missiles; An evolving investment strategy necessitated by budget reductions; and A determination to restore program balance and complete the SDIO's mission.
