The Program Executive Officer Management System: Is It a Step Forward

Abstract

In 1987 the U.S. Army established an Army Acquisition Executive and a Program Executive Officer Management System to manage Army materiel acquisition in response to legislative action and an executive directive to the Department of Defense. The Army reorganization was the most sweeping and far reaching of the three services and was potentially so complicated as to obviate the intended streamlining of the acquisition process. This paper examines whether the new management system in fact improves upon the old system. It concludes that the conceptual framework for the new system appears workable but that definite changes will be required for success. Less than one year of experience with the new system precludes a final concrete assessment.
